Even if they do report the change, or the local district finds out because the same worker is handling both the MSP and SNAP case, there should be no reduction in the household’s benefit until the next recertification. New York’s SNAP policy per administrative directive 02 ADM-07 is to “freeze” the deduction for medical expenses between certification periods. Surveillance is time-consuming when reliant on manual data collection and, if resources are limited, surveillance may not be possible, or data collectors may only observe samples of the patient population.
